The 2025 Offshore Wind Power Conference Unveiled in Dalian, Liaoning

On June 20th, the 2025 Offshore Wind Power Conference convened in Dalian, Liaoning. In addition, Liaoning Province, with strong wind power consumption capacity and rich application scenarios, is insisting on coordinated development of power sources and grids, and expediting the development of such projects as flexible transformation of coal-fired power, green power-based hydrogen/ammonia/methanol production demonstration, and hydrogen metallurgy. Wang sincerely invited experts and entrepreneurs present at the conference to deepen their involvement in Liaoning, share opportunities in offshore wind power, and jointly tap international cooperation markets.

 

Qiu Baolin, Executive Vice Mayor of Dalian City, stated that based on national strategies, Dalian develops the offshore wind power industry and has built the first million-kilowatt-level offshore wind power base in Northeast China, with installed capacity expected to exceed 7 million kilowatts by the end of 2025. Dalian will seize opportunities, focus on its positioning as shipping center and new energy center Northeast Asia, take green power production as the main line, deepen government-enterprise cooperation, unblock the industrial chain with Dalian as the node, and contribute to national energy structure adjustment and green development.

 

 

Qin Haiyan, vice chairman of the World Wind Energy Association (WWES) and secretary-general of the Chinese Wind Energy Association (CWEA), said that the wind power industry stands for new productive forces as it integrates cutting-edge technologies such as high-end equipment, new materials, intelligent control, and deep-sea engineering. In addition, the wind power industry has a "chain leader" effect: for upstream, it connects high-end materials and precision manufacturing; for downstream, it drives green development of industrial enterprises; for supporting services, it boosts producer services such as artificial intelligence, survey and design, testing and certification, marine engineering, cargo transportation, and financial leasing. The development and construction of 13.1-million-kilowatt offshore wind power provides a strategic fulcrum, inevitably driving the transformation of traditional manufacturing in the province towards modernization, intelligence, and green development, promoting collaborative development of multiple chains, and helping Liaoning transform from a traditional heavy industry base to a modern industrial system featuring multi-chain integration, high end, and green. It will also help Liaoning become a vanguard to achieving new breakthroughs in the comprehensive revitalization of Northeast China in the new era.
