Cheng Chenguang, CEO of WINDEY: "Offshore Wind Power+" Drives Industrial Upgrading in Liaoning
Cheng Chenguang, CEO of WINDEY, reviewed the 20-year partnership between WINDEY and Dalian, gave full recognition to the unique advantages of Dalian as an important city of Northeast China in terms of resources, industrial foundation, port conditions, and industrial integrity, and expressed his respect for Liaoning's old industrial base and the determination to assist in the industrial revitalization of Dalian and even Liaoning Province. During the conference, the Development Vision of Liaoning Offshore Wind Power Industry Cluster was released. On behalf of the Company, Cheng Chenguang signed a strategic cooperation agreement with the Liaoning provincial government, clarifying that WINDEY will build a "Blade Headquarters Base" and a "Wind Power Hub Port" in Taiping Bay, and it will establish a complete industrial chain through three core links—high-end manufacturing, investment operation, and technological innovation—to promote the deep integration of green energy and Liaoning's manufacturing industry.
At the “Forum on Collaborative Development of Global Offshore Wind Power Industry Chain and Supply Chain”, Cheng delivered a speech on optimization of China's offshore wind power development policy mechanisms, collaborative development of global offshore wind power industrial chain, and cost reduction and efficiency enhancement channels for deep-sea offshore wind power. He pointed out that prerequisites for promoting the collaborative, healthy, and stable development of the global offshore wind power industry chain cover cost reduction and efficiency enhancement driven by technological breakthroughs, global industrial chain collaboration based on technological integration and complementary industrial chain, the extension of offshore wind power to consumption-side applications such as green fuels and green parks, and a complete system of government support and standardized policies.
In an exclusive interview with the media, Cheng Chenguang emphasized that Liaoning is a strategic fulcrum of WINDEY's global strategy, and Taiping Bay is the core area for planning of the next 3–5 years. He made public three strategies for further development: firstly, building a high-end manufacturing base for the entire chain involving main equipment, blades, and submarine cables; secondly, creating a new energy investment and operation platform radiating across the country; thirdly, establishing an industry-university-research integration innovation and talent mechanism. Such planning will drive the upgrading of Liaoning's offshore wind power industry cluster towards high-end, intelligence, and green development.
In addition to the main forum, this conference also set up multiple sub-forums, where a number of technical directors from WINDEY shared their cutting-edge insights.
WINDEY has actively planned its "Deep-blue Territory," kept upgrading its self-developed Sea Eagle floating platform, and further promoted breakthroughs in the "Unit-Foundation-Mooring" collaborative control technology, with a view to creating efficient and stable super-large wind power solutions for complex sea conditions.
